'Franklin & Bash's' Jane Seymour on Heather Locklear liplock; hookers vs sex surrogates

LOS ANGELES (TheWrap.com) - Jane Seymour continues her limited story arc on TNT's "Franklin & Bash" Wednesday night, where she needs the title characters to get her acquitted of a prostitution charge.

Seymour plays Coleen Bash, the mother of Peter (Mark-Paul Gosselaar), who happens to be a sex surrogate.

TheWrap spoke with the one-time "Bond" girl about her unique career as an actress and designer, how closely she keeps up with the "Bond" films and what it's like kissing Heather Locklear. Yes, that happens in Wednesday's episode.

The interview began with Seymour explaining her role as the TNT comedy-drama's first sex surrogate - which is not to be confused with a hooker, according to her on-camera son and attorney. In the episode, Seymour is arrested for being a lady of the night, though it's not quite the same job. She explains what goes down in the show:

Seymour: When come to get her out of jail, all the other prostitutes in jail think, "Oh, that's cool, we'll be sex surrogates too." So really the episode is about how they tried to defend and understand what it is she actually did and is doing ... It's very funny and needless to say the two guys banter with one another, and Peter is completely teased by his partner for having a mother who is a sex surrogate.

Then at one point in the office I see Heather Locklear's character, Rachel King, and I find out from a conversation over a glass of wine she hasn't had sex in six years, so I just decide to kiss her and see if there's any life in her.

TheWrap: Well that won't hurt ratings, I imagine.

Seymour: It won't hurt ratings, and all I can say is if I tell you any more I'll spoil the episode. But they say - and I haven't seen the final episode yet - that it's one of the funniest they've had in the series.

TheWrap: Good kisser?

Seymour: I think you have to wait and see!

TheWrap: So what is the difference between a prostitute and a sex surrogate, just so I understand this?

Seymour: Prostitutes always have sex with their subjects and sex surrogates don't. You have to see the episode to understand it, but a sex surrogate is someone who is paid to help someone with their sexual issues.

TheWrap: You've had such a varied career with a number of iconic roles, what are you most recognized for?

Seymour: The younger generation would say "Wedding Crashers," unless their parents forced them to watch "Dr. Quinn." Everyone for some reason still knows me as a "Bond" girl, which I find amusing, and then "Somewhere in Time" of course. More and more people are falling in love with that movie long after it came out. I meet people all the time - especially men - who are obsessed with that movie. I mean, they don't watch it once, they watch it 15 times. It's a bit of a sickness.

TheWrap: The residual checks don't hurt I'm sure.

Seymour: I don't get a penny from it. But I did have the great pleasure of working with Christopher Reeves on that one, which was lovely. I've been doing a lot of comedy recently which I really enjoy. I just did something in England with Greg Wise and James Fox called "The Unknown Heart," but I'm not sure when that's coming out here. I keep working.

Ingredients

  • 5 mint leaves
  • 1 lemon wedge
  • 5 ounces sweet tea
  • 1 ounce vodka
  • 3 ice cubes

Directions

  1. In a cocktail shaker add mint and the juice from the squeezed lemon wedge. Muddle together.
  2. Pour in sweet tea, vodka, ice and squeezed lemon wedge. Shake together until cold and combined.
  3. Pour into tall glass and garnish with a sprig of mint.

Air Canada rouge Service Expands to More Holiday Destinations ...

MONTREAL, June 25, 2013 /CNW Telbec/ ? Air Canada today said that growth of its leisure carrier subsidiary, Air Canada rouge, is on track to expand to a total of 23 holiday destinations in the Caribbean, Mexico, Florida and Las Vegas for its 2013-2014 winter season.

The tourism industry is welcoming Air New Zealand's announcement that its new Boeing 787-9 Dreamliner aircraft will fly to the key long-haul destinations of Shanghai and Tokyo.

Air New Zealand is the launch customer for the 787-9, the stretch version of the Dreamliner, which is due to roll off the production line at Boeing's Seattle plant next month.

The national carrier expects to have the first of its 10 new 787-9s flying by the middle of next year, with the rest in operation over the following three years.

The airline has said the Dreamliner will be a game-changer, opening up the prospect of expanding its network of routes around the Pacific Rim.

Yesterday it announced the new fuel-efficient aircraft would fly Auckland-Shanghai and Auckland-Tokyo, and also service some mid-haul destinations such as Perth, Honolulu and Papeete.

Tourism Industry Association policy and research manager Simon Wallace said China was a key growth market for New Zealand, with Chinese visitor numbers up 27 per cent in the past year.

The Japanese market was also recovering well from the slump following the 2011 tsunami.

"It's good Air New Zealand has focused the new aircraft on where the growth is coming from," he said. "It's all about a superior visitor experience."

Putting the Dreamliner on these routes with its four seat classes - Business Premier, Premium Economy, Economy and the Kiwi-designed Skycouch - demonstrated New Zealand's commitment to attracting high-value Chinese travellers.

It will be the first time the Skycouch has been available on routes into Asia, Air New Zealand said. "It just helps to give us that competitive advantage, which we really need," Wallace said.

Air New Zealand and Tourism New Zealand have just signed a one-year partnership to spend $10 million each jointly promoting travel to this country in selected key markets, including China, Japan, North America and Australia.

This year Air New Zealand began operating daily return services to Tokyo and Shanghai in response to strong demand.

How Well Do You Know Your Fish Fillet? Even Chefs Can Be Fooled

In the world of seafood, looks can be very deceiving. And unfortunately for anyone who buys fish, it's easy for people above you in the supply chain to sell you something other than what you want.

Oceana, a conservation group, has been beating the drum about seafood mislabeling for a while. Back in February, the organization released a study that found that 33 percent of the seafood it sampled at retail outlets in 21 states was mislabeled. (Note: The sampling was not randomized, so the findings should be taken with a grain of salt.)

This month, Oceana hosted a dinner with the National Aquarium in Washington, D.C., to prove once again how easy it is to become a victim of seafood fraud.

"It's nearly impossible for anyone ? even experts ? to tell the difference between many species of fish," Beth Lowell, Oceana's campaign director, tells The Salt.

The event began with a raw fish guessing game. Kimberly Warner, Oceana's senior scientist, stood with a clipboard and pen by a large silver bowl filled with ice and six glistening fillets of fish. The objective? To correctly identify wild salmon, red snapper and halibut paired with almost doppelgangers beside them.

Many of the guests were flummoxed by the task. Listen to how some made up their minds:

The undecided included chef Xavier Deshayes of the Ronald Reagan Building and International Trade Center, who had prepared the meal we would soon eat. At first, Deschayes told me that he doesn't fall victim to mislabeling because he uses only purveyors that he trusts.

But as soon as he saw the two coral-colored fillets of salmon on the ice, he admitted that he didn't know which one was wild. "It's a lot easier to tell when you're looking at a whole fish instead of a fillet," he said.

Steve Vilnit, director of fisheries marketing for the Maryland Department of Natural Resources, said he struggled with the snapper. "The sinew in the meat ... I'm thinking, but I don't know; that's a tough one."

After most guests had tried their hand at identifying the raw fillets, we sat down to a meal of some of the most commonly mislabeled fish species: grouper, salmon and red snapper. Each course featured two equally sized pieces of fish prepared in exactly the same way.

The first was grouper, cooked escabeche-style, and paired with potato salad. Its lookalike, Oceana's Lowell eventually told us, was a virtually indistinguishable piece of weakfish. In the February report, the group had found that 11 of the 44 samples of grouper, or 25 percent, were mislabeled.

Next up was the salmon course, with farm-raised salmon pitted against its wild counterpart. Listen to some of the guests' reactions:

Dehayes told me that farm-raised salmon has thicker layers of fat, and that the additional fat gives it a moister, more buttery texture. "I prefer farmed salmon to wild salmon, because wild salmon gets so dry when you cook it," he said. That turned out to be a helpful tip when it came time to taste the fish. The fish on the right felt apart in my mouth so easily, while the fish on the left, while delicious, was firmer and had a stronger, fishier taste. It was the wild salmon.

Lastly, we tasted red snapper, alongside a typical imposter: tilapia. Red snapper is the most commonly mislabeled fish, according to the Oceana report: Only seven of the 120 samples the group purchased and sampled were actually red snapper.

The prevalence of mislabeled red snapper gives consumers a distorted view of its availability, says Lowell. Another downside is that fishermen who are trying manage red snapper fisheries sustainably, like the ones in the Gulf Wild program who manage the catch in the Gulf of Mexico, have to compete against double-dealers who may have different priorities.

The snapper that Dehayes had prepared was covered in a chimichurri crust and served with fresh corn polenta. Although the snapper and tilapia had slightly different textures, strong spices made it tough to tell the two apart. It was easy to see why diners are so often tricked.

So who's to blame for all this mislabeling? According to Oceana, it's really hard to tell. It could be happening in the boat, during processing, at the wholesale level, at the retail counter or somewhere else along the way. But as Deshayes notes, if you're eating fraudulent fish at a restaurant, it may not be the fault of the chef.

Many chefs, especially those running large operations, buy fish that's already been filleted to save time. So that makes it harder for even the sharpest-eyed among them to spot imposters in the kitchen.

To stop mislabeling, Oceana would like to see an international traceability system to inform consumers where and when a fish was caught and what gear was used. But political support for such a system, which would be costly, has been tepid.

The seafood industry ? one of the least transparent in the food system ? has a long way to go before it can become more accountable to consumers. So in the meantime, ask chefs about which retail outlets they trust, and sharpen those senses.

Berlusconi convicted in sex-for-hire trial

MILAN (AP) ? Silvio Berlusconi, Italy's flamboyant former premier, was sentenced to seven years in prison and banned from politics for life Monday for paying an underage prostitute for sex during infamous "bunga bunga" parties and forcing public officials to cover it up.

It was the most damaging setback yet for the 76-year-old Berlusconi, who has been tried numerous times for his business dealings but never before for his personal conduct.

Still, he vowed that his days as a political force are not over. He has two levels of appeal ? and his supporters quickly rallied around him.

The charges against the billionaire media mogul resulted from what became widely known in Italy as "bunga bunga" parties hosted in 2010 by Berlusconi, then the sitting premier, at his villa near Milan, where he wined and dined beautiful young women.

Berlusconi's defense described the dinner parties as elegant soirees; prosecutors said they were sex-fueled gatherings that women were paid to attend. The woman at the center of the scandal, Karima el-Mahroug, better known as Ruby, has described aspiring showgirls stripping provocatively for the then-Italian leader.

Both Berlusconi and el-Mahroug denied ever having sex, and el-Mahroug says she never worked as a prostitute.

After the verdict, Berlusconi said in a message posted on Facebook that he believed he would be acquitted "because in the facts there is really no possibility to convict me."

He called the sentence "incredible, of a violence never seen or heard before, to try to eliminate me from the political life of this country." He pledged to "resist this persecution, because I am absolutely innocent, and I don't want in any way to abandon my battle to make Italy a truly free and just country."

The Milan criminal court's ruling was unexpectedly stiff, going further than the original charges and openly questioning whether many of the young women who testified in Berlusconi's defense had lied on the stand to protect him.

The panel of three judges, all women, said Berlusconi went beyond using his influence to cover up his relationship with the then-17-year-old Moroccan, as originally charged. They said he stepped in to win her release from police custody when she was accused of theft.

As a result, they added one year to the six requested by prosecutors.

The court also said it was turning over to prosecutors files containing the testimony of more than 30 young women who attended the now-infamous "bunga bunga" parties to investigate if they had lied under oath when they denied a sexual character to the gatherings.

Justice Minister Angelino Alfano, who is also secretary of Berlusconi's People of Liberty Party, said he told his political mentor to "hang in there, and keep moving on" in a phone call after the verdict.

Berlusconi was not in court for the sentencing, but his lawyer, Niccolo Ghedini, said he would appeal a decision he called both "largely expected" and "out of reality." The Berlusconi camp has long accused Milan magistrates of mounting a campaign to sideline him politically.

Berlusconi loyalist Daniela Santanche, who attended the sentencing, denounced it as "an outrage, and a political sentence that has nothing to do with justice." But she also said that it should have no impact on the government.

Some political opponents, however, said Berlusconi, who has shaped political discourse in Italy for two decades, should withdraw from politics immediately.

Alessandro Di Battista, a lawmaker in the anti-establishment 5 Star Movement, said Berlusconi "must go to jail. It is outrageous that he is a senator that can make laws. Until he goes to jail, the country is not free." And the left-leaning governor of Apulia, Nicchi Vendola, said Berlusconi should "abandon public life."

Berlusconi does not have any official role in government, but he is a senator in Parliament and retains influence in the uneasy grand coalition between his forces and the center-left Democratic Party that emerged after inconclusive February elections. The Democratic Party issued a statement acknowledging the sentence and in support of the autonomy of the courts.

Berlusconi's high-stakes judicial woes are far from over. He faces a final appeal in a tax fraud conviction for which he has been sentenced to four years in jail and a five-year ban from office.

Roberto D'Alimonte, a political analyst for il Sole 24 Ore daily and professor at Rome's LUISS University, said the tax fraud conviction poses the more immediate threat since Italy's highest court is likely to rule before the statute of limitations runs out.

The sex-for-hire case "weakens him politically, but not that much, because we have seen that his voter base seems to be insulated from the impact of these sentences. We saw in the last elections, everyone thought he was dead, but he came back to life," D'Alimonte said.

While the verdict drew intense international media coverage, with half a dozen satellite vans parked outside the Milan courthouse, there was only a smattering of public interest. A few anti-Berlusconi protesters gathered outside, and just a handful of citizens joined journalists crammed inside the small courtroom.

"For 20 years, he's been running Italy. He's done what he wanted," said Aurelio De Boni, a retired suit salesman from Milan who attended the trial.

Neither Berlusconi nor el-Mahroug testified in this trial. El-Mahroug was called by the defense but failed to show, delaying the trial, and Berlusconi's team eventually dropped her from the witness list.

El-Mahroug, however, did testify in the separate trial of three Berlusconi aides charged with procuring prostitutes for the parties. She told that court that Berlusconi's disco featured aspiring showgirls dressed as sexy nuns and nurses performing striptease acts, and that one woman even dressed up as President Barack Obama.

El-Mahroug, now 20, said in the other trial that she attended about a half-dozen parties at Berlusconi's villa, and that after each, Berlusconi handed her an envelope with up to 3,000 euros ($3,900). She said she later received 30,000 euros cash from the then-premier, paid through an intermediary ? money that she told Berlusconi she wanted to use to open a beauty salon, despite having no formal training.

But she denied ever receiving millions from the billionaire, as she had claimed to acquaintances, saying they were "lies" meant to inflate her own importance.

She was 17 at the time of the alleged encounters but passed herself off as 24. She also claimed she was related to then-Egyptian President Hosni Mubarak. Berlusconi's lawyers argued that he believed el-Mahroug was indeed Mubarak's niece, and he called police after she was accused of theft in a bid to avoid a diplomatic incident.

Berlusconi, who has been tried numerous times relating to his business dealings, has been convicted in other cases at the trial level. But those convictions have always either been overturned on appeal or else the statute of limitations has run out before Italy's high court could have its say.

The sex-for-hire case is the first involving his personal conduct.

Later this week, Italy's highest court has scheduled a hearing on Berlusconi's appeal to a verdict ordering him to pay 560 million euros ($800 million) to a rival media group over corruption in the acquisition of the Mondadori publishing empire. And a preliminary hearing will begin in Naples to decide if Berlusconi should be tried for allegedly bribing a lawmaker to bolt a previous center-left government under Romano Prodi and join his party, a move that weakened Prodi's slim majority.

Dr. Oz on the Real Threat to The Sopranos

When I heard of actor James Gandolfini?s untimely passing after a heart attack, I was reminded of a recurring theme in the television series he made so memorable. His tough mafia don character valued family above all, but was incessantly anxious about his ability to protect them and keep them well. Tony Soprano did keep his family safe?in his decidedly unconventional fashion. And Gandolfini, a husband and a father of two, looked after his own as well ? until he left them altogether, claimed by a heart attack at just 51.

When it comes to our health, we are all like the much-missed Gandolfini. We will do anything for the people closest to us ? anything, that is, except take the steps we need to maintain our health and allow us to spend as many years as possible loving and playing with the people we treasure most.

If even tough guys like Tony Soprano need to get checked out, the rest of us do too ? whether we think we?re in good shape or not, and whether we?ve ever had chest pains or not, since plenty of people are pain free until the very moment their heart gives in. Some have argued that Gandolfini?s past substance abuse contributed to his premature death. Perhaps it did. But we shouldn?t ignore the more obvious risk factor: at just over six feet tall and around 272 lbs. (123 kg), he was an outsized personality in a dangerously outsized body. In a country that is simultaneously obsessed with bodily perfection, even as two-thirds of us are overweight or obese, weight has become an exceedingly fraught topic, and in the first hours after Gandolfini?s death, some commentators sought to sidestep the topic, wondering how a vigorous man with no known health complaints could have suddenly succumbed. But if we saw an anorexic teenager we wouldn?t pretend she wasn?t heading for serious health trouble, so why should we be so coy at the other end of the weight spectrum?

A key role in anyone?s weight gain may be stress?something that can be a defining feature of a celebrity?s day. Stress hormones such as cortisol can hijack our normal appetite sensors, pushing us to eat even when we are not hungry. This is particularly dangerous when the excess fat that results from overeating is belly fat, which squeezes the kidneys. Since it?s the kidneys that, in turn, regulate blood pressure, it?s no surprise that overweight people are at such high risk of hypertension, the leading cause of heart attack and stroke. Belly fat also harms the liver, prompting it to release more cholesterol. In many people, those changes can block the ability of insulin to break down blood sugar, contributing to diabetes, which wears away at our major arteries and leads to atherosclerosis, a condition often discovered after lethal heart attacks. Half of all victims die during their first heart attack because they do not know their risk factors or do not recognize the subtle warning signs that make their hearts vulnerable.

This awareness can be a life saver, and two of Gandolfini?s own Sopranos cast mates are living proof. Vincent Pastore and Frank Vincent both had heart artery blockages that resembled the type that may have killed Gandolfino. They both noted increasing shortness of breath, and although they did not realize at the time they were at risk of heart disease, they were brave and wise enough to seek help for their symptoms; each had life-saving surgery at my center during the run of The Sopranos. Shortness of breath is a telltale sign of cardiovascular trouble, since it results when the heart cannot even pump the blood out of the lungs, essentially meaning we are drowning from lack of oxygen. But most of us ignore this symptom and many people have no symptoms at all?until it?s too late. And that is why we suffer the loss of so many wonderful people like James Gandolfini.

It wasn?t easy for Pastore and Vincent to shed their afraid-of-nothing mobster characters and visit the doctor. In fact, when Pastore first met my colleague Michael Argenziano, he introduced himself by his Soprano?s nick name of ?Big Pussy.? Dr. Argenziano had never seen the show and was caught off guard. Don?t worry, he assured him, we?re all afraid in situations like these. But showing up for treatment in the first place was a profound act of courage?courage that is fortified by our deep desire to protect our families.

Pastore and Vincent both agreed to speak openly about their cases because they hope their stories will serve as an important example. For those willing to follow it, here is my gauntlet for the brave:

First, if your belly looks like James Gandolfini?s, you need a check up. I am specifically asking you to measure your waist size at the belly button and honestly report if this number is more than half your height. Forget using your current belt size as a tool, since most men slip it below the belly fat pad.

Second, ensure that your baseline risk factors like hypertension, diabetes and cholesterol are under control. These are often corrected with lifestyle alone.

Third, shortness of breath from walking up two flights of stairs or any sudden change at all in your breath or stamina is worrisome. Think of it as the equivalent of having chest pain.

Fourth, what have you eaten in the last 24 hours? Fatty and fried foods cause spasms in blood vessels, which limits blood flow for six hours, at which point we often have another fatty meal. Most heart attacks occur on Monday mornings because of our dietary transgressions over the weekend and the stress of the upcoming work week. What you eat and do today will effect the chance of a heart attack tomorrow.

We?ll never know what wonderful work James Gandolfini would have done if he had had a full measure of years. We?ll never know either the things he would have taught his young daughter, who will have her first birthday in October. We do know the steps that might have helped him live to have all those experiences, and they?re the same things that can help protect us?and our families?too.

We have a perfect ending for "Mad Men's" season finale: Don Draper jumping out the window.

Obviously there's no chance of that happening. He's the star of the show, and besides, two season-ending suicides in a row (RIP, Lane Pryce) would be awfully repetitive. (Like juggling two juice accounts. RIP, Ocean Spray.)

But nothing is more redundant than Don Draper himself. Other than his brief interlude as a faithful newlywed, you just can't teach this dog new tricks.

Even a year ago, the thought of losing Don would have been inconceivable -- even though the businessman's freefall in the opening title sequence seems to imply that is his ultimate fate. Yeah, yeah, yeah, it's a metaphor, we get it. But the wretched ad exec has become so dull, predictable and dislikable that we really wouldn't miss him if he took a shortcut down to Madison Ave.

Everyone with sense agrees that Jon Hamm is a nearly perfect human creature, but we'd much rather see him in another role -- like his hilarious bubble boy Drew on "30 Rock." And you know what? "Mad Men's" ensemble cast would be just fine without him -- especially Roger Sterling and Sally Draper, who could easily front their own spin-off series.

Here are all the reasons we're over Don Draper:

Serial cheating: He's not unique among his colleagues at Sterling Cooper & Partners, but at least infidelity isn't a full-time hobby for Roger, Pete, Ted (maybe) and the gang. And yes, we know it's a manifestation of Dick Whitman's childhood in a whorehouse, but the backstory doesn't make his adultery any less boring.

Alcoholism: Another snoozer story line. But would Don be more interesting if he were sober? Doubtful. Another Roger acid trip, on the other hand ...

The sads: He wept on Peggy's shoulder and curled up in a fetal position on his disgusted daughter's bed, but we have lost all sympathy for depressed Don. In fact, our reaction is the same as his: Wah, wah, wah.

Tyranny: Don really is a monster, as Peggy called him after he humiliated her and Ted in the season's penultimate episode. He's spiteful, insensitive and downright cruel. So is Pete Campbell -- but at least we love to hate the snarky stair-tumbler. Don we just hate.

Impostor: Once upon a time, Don's identify theft was a thrilling narrative. Now nearly everyone knows the truth, and no one seems to care. Sterling Cooper's creative director works about five minutes a day, is trashed or asleep the rest of the time, insults his clients and colleagues and betrays his family. So why haven't they publicly outed him? Not that we'd really care. Bob Benson's fraud is so much more fascinating now.

Grim Reaper: Don isn't directly to blame for all the show's deaths, but they sure do seem to follow him like Pig Pen's cloud of dirt. And speculation is rampant that Megan might be the next to go, thanks to a number of clues connecting her to Charles Manson victim Sharon Tate. (Megan's obsession with "Rosemary's Baby" -- directed by Tate's husband, Roman Polanski -- only added fuel to the fire.) Her murder would paradoxically breathe new life into "Mad Men" -- but not if it means we'll be subjected to a final season devoted to her widower's grief.

When Teaching Large Classes, Think Like a Tutor - Teo-Education

Often faculty who teach large classes (and some who don?t) fantasize about sitting down and working individually with students. For many of us that?s the ideal teaching scenario, but for most of us teaching realities are far removed from this ideal. You can?t tutor individual students when faced with 100 of them. Or can you?

Biologists Wood and Tanner undertook an interesting project. They decided to look at the research on tutoring to see if the characteristics of effective tutors had been identified. Then they explored whether any of the techniques used by effective tutors could be used by teachers in large courses. In their paper (reference below), ?we present specific approaches for adapting effective tutoring strategies and applying them to large biology lecture classes.? (p. 3) Using a set of effective tutor characteristics identified by Lepper and Wolverton (a reference to their research is in the article), Wood and Tanner explore how these seven characteristics can be adapted and used in large lecture courses (and what they propose isn?t applicable just in biology courses). Here are some of the suggestions offered for each tutor characteristic.

Intelligent?The best tutors know their content. They are experts in the true sense of the word, but they also know a lot about how students learn and the best ways to teach certain kinds of content. Faculty have that same kind of content expertise, but many don?t know a lot about how students learn and how they should teach, given what is known about how students learn. That knowledge can be acquired (whether you teach large or small classes), and it can be used to successfully implement the strategies about to be described.

South Africa: Mandela still in critical condition

JOHANNESBURG (AP) ? South Africa's president says Nelson Mandela remains in the hospital in critical condition.

President Jacob Zuma said Monday that doctors are doing everything possible to ensure the 94-year-old's wellbeing and comfort on his 17th day in a hospital in the capital, Pretoria.

President Zuma visited the anti-apartheid leader at a hospital Sunday evening and was informed by the medical team that Mandela's condition had become critical in the past 24 hours.

Mandela, who became South Africa's first black president after the end of apartheid in 1994, was hospitalized on June 8 for what the government said was a recurring lung infection. This is his fourth hospitalization since December.

The Malawi Young Pioneers Movement, which unfortunately became a terror militia to prop up the Banda regime, should be revisited by the Malawi government with the goal of involving youth in the county?s development

Malawian youth currently comprise a sizable 60 percent in a population of 14 million people. This means that more than half of Malawi is under the age 25. The youth represent a large, underutilized human resource that can impact Malawian development. They also represent a population who if neglected will be a detriment to development. Therefore their participation in the country?s development is pertinent for its future. In the past, the MYP, an affiliate of the Malawi Congress Party (MCP), engaged the youth through a national youth service program. The original purpose of the MYP was to engage the youth in carrying out voluntary activities for Malawi?s development. However, they also functioned as a militia group and intelligentsia network for President Banda.

The MYP carried out various economic activities that positively impacted socio-economic development. When the MYP disbanded in 1994, it left many of the youth idle, without a sense of purpose and direction. It also left many of them unemployed with few opportunities on the horizon. Since then, Malawi has not had a comparable comprehensive national youth service program in terms of scope, size, funding, pragmatism, or robustness. The Malawian government should revisit the original idea behind the MYP program, with the aim of reviving its productive tenets for the country?s development.

Malawi?s youth remain a generation at risk of entrenchment in poverty. This is a precarious situation for any nation. Malawi currently has a large population of youth that are out of school and idle. There are few opportunities for youth development in Malawi that equip them with the education and training to become independent, economically secure adult citizens. The youth are faced with growing challenges in the country such as unemployment, underemployment, poverty, limited vocational training facilities, limited prospects for post-secondary training and a high population growth rate. Although these are not problems that are easily solved, they are not challenges that are insurmountable. The introduction of a national youth service that is comparable in scope, size and modeled after the MYP movement would begin to address some of these challenges.

CURRENT INITIATIVES

A National Youth Policy was created in the 1995 to address the youth problems together with the National Youth Council of Malawi (NYCOM). NYCOM has been successful in empowering the youth. It introduced the Youth Development Plan of Action (YDEVPA) and has seen the registration of 131 youth-oriented NGOs. Although there is a plethora of these NGOs, few are functional or efficient. The creation of a National Youth Policy also raised the profile of youth. However, it is currently outdated and has been under review by the cabinet for nearly five years. Therefore, many of the existing programs and services for out of school youth can?t adequately meet the current demands of youth. Changes in programs for youths need to account for variables such as a changing political economy, urbanization, advances in technology and the behavioural changes in Malawi?s youth from the breakdown of traditional culture in a new globalised world. It is therefore important for a national youth service program to be implemented that reflects Malawi?s current reality. It is also important that it is adaptable so that it can continue to meet future challenges of the youth.

There have been initiatives proposed by the current Joyce Banda?s People?s Party administration to meet some of the challenges that the youth service program used to meet. There has been a proposal to reintroduce National Youth Week, a week where the MYP and other youth organizations volunteered to work on national projects. It gave MYP youth an opportunity to showcase the skills they learnt from MYP training initiative. The current administration has also set out to rehabilitate some of the former MYP training bases and turn them in to vocational training centers. There have also been plans to set up a development bank to provide loans for the youth. More recently, the administration unveiled a plan to send thousands of Malawian youth to South Korea for apprenticeships. However, this has been highly controversial due to concerns about issues such as abuse of labor rights. Whilst these initiatives may be beneficial for Malawian youth, they appear to be isolated projects and not an integrated part of a national youth service program.

According to reports from the Minister for Youth and Sport, Enoch Chihana, the administration has been talking about implementing a National Youth Service Program to address skills development in areas such as carpentry, mechanics, agriculture and IT. However, there are few details about the nature, scope and timeline of this plan. Despite of the MYPs problematic history, Malawi can draw lessons from its former youth service plan.

A BRIEF HISTORY OF THE MYP

The MYP was a youth wing that was established by President Kamuzu Hastings Banda in 1963. It was modeled after the Ghana Young Pioneers and the National Service Brigade of Israel. Its main aim was to train rural youth with various skills so that they could ?spearhead? the country?s development. The MYP played a major role in the socio-economic development of Malawi, particularly, in agricultural activities. The Department of Youth together with the MYP offered Agricultural Science, Technical and Vocational Education for out of school youth or drop-outs. The MYP trained a significant number of youth who ended up joining the civil service, private sector or Armed Forces. They were extremely loyal to Banda and were indoctrinated in ?Kamuzuism?. That is, they saw Banda as the Father and Founder of the nation, and the Ngwazi (conqueror). They believed Banda was the only one capable of leading the country. Due to their loyalty, they increasingly received preferential treatment from Banda. By 1965, the MYP had turned in to a paramilitary group which functioned primarily to keep Banda?s autocracy intact. They were given extrajudicial powers, including the power to arrest, which caused tension with the police and army.

From the late 1960s to the early 1970s, the Young Pioneers received military, intelligence and espionage training in Taiwan and Israel. According to Chirwa (1994), they also received scholarships for ?technical studies? in Denmark, West Germany, United States and Britain. Although receiving arms from China for ?training purposes? only, Banda also made claims that he wanted to discourage dissidents and communists. This support came at a time when Banda was increasingly becoming autocratic. By the 1980s the MYP operated as a parallel security system above the Army and police.

At the height of Banda?s rule, MYP became a terror group to the public and were used to enforce Banda?s rule. MYP infiltrated every aspect of Malawian life by creating an intricate network of informants. This ranged from lecturers, administrator, university students, cleaners, messengers, watchmen, office personnel, garden boys, barmaids, or bartenders that were encouraged to report any detractors to them. Those that were against Banda would be detained, beaten, maimed, killed or forced into exile. Members of the public who didn?t have party membership cards were denied access to public services such as buses, health clinics or public transportation. They were used as an instrument of voter intimidation against multi-party advocates during the 1993 referendum. After the country voted for multi-party rule, Banda stepped down, and the MYP were disbanded by the Malawi Army in a covert overnight mission called ?Operation Bwezani?. Malawi went on to conduct peaceful elections in 1994.

THE LASTING LEGACY OF THE MYP

The MYP left a negative and lasting legacy on the mindset of Malawians. Although the MYP developed into a destructive force for the nation, the original idea behind the youth movement was benign. When they began to function as the feared milita group that propped Banda?s dictatorship, their mandate for development was forgotten by them and the public. According to historian Richard Mkandawire (2008), ?Under Banda?s regime, the young pioneers, whom it was believed were carrying out voluntary work, became extremely unpopular among the general population for their sometimes ruthless and coercive manner in mobilizing local communities for development goals and supporting the ruling party.? As a result, they remain entrenched in Malawi?s history as a public terror group.

They also left other marks on Malawi. Since their disbandment, the idea of reviving the MYP has received mixed reactions. Banda?s successor, Bakili Muluzi branded this type of public service Thangata, a reference to free, unreciprocated labor experienced under colonialism. Therefore, funding for such social programs became limited. NGOs began to fill in much of the work previously undertaken by MYP. Another mark was the blurring of lines between youth leagues (although they worked closely with the MCP Youth League, MYP was separate) and youth mercenaries. In subsequent administrations, Muluzi?s United Democratic Front (UDF) formed the Young Democrats and Bingu wa Mutharika?s Democratic Progressive Party (DPP) formed the Young Cadets. Although these groups do not have as much clout as the MYP, their role has been to terrorize the public (particularly, political opponents) through violence and intimidation. There continues to be a tendency to use idle youth as instruments of terror in ruling parties, instead of encouraging their political participation in decision making within the parties.

There is evidence that some of their legacy is fading. Recently, attitudes towards the MYP concept are changing. In 2012, Youth Consultative Forum publicly called for the government to start a national youth service similar to the MYP. This is perhaps a reflection of a youth that is borrowing from the past either out of necessity, nostalgia or pragmatism. It may also be a reflection of the passage of time. The MYP was disbanded almost twenty years ago; hence, most Malawians under 25 years of age did not experience the MYP era. However, these new calls do indicate that the youth wants to be engaged in the development process.

The youth in Malawi have always been at the foreground of transformation in the country. As an example, their participation was instrumental in protests against one-party rule and in more recent protests against Mutharika?s repression. They have earned a right to participate in shaping Malawian society as productive citizens. Yet, despite their contributions, the youth sector has remained an underdeveloped and undermined sector. Given their record of participation in shaping important events in the county?s past, there needs to be a more tangible plan for their continued participation in the future by the current administration.

So far, the current Joyce Banda administration appears to have strayed away from the practice of using youth to commit public terror. However, as Malawi prepares for elections in 2014, the youth across parties may once again become political pawns.

MYPS DEVELOPMENT PROGRAM

The concept of MYP was for the group to participate in national development. They largely targeted the rural poor so that they would have opportunities to lift themselves out of poverty. In order to achieve this, the MYP established training bases throughout the country. By 1989 there were MYP training bases in each of the country?s 24 districts. By the 1994, there were 6,000 MYPs and about 45,000 in the MYP reserves. The program effectively trained a large number of idle youth to become productive citizens.

Under the program, youths trained for approximately 10 months. They received a multi-faceted curriculum including political education, physical education and rural development. A large part of it involved agricultural work including farming and keeping livestock. Malawi was an agricultural based economy under Banda. Therefore, their work complimented the national development policy. When the program was completed, students were equipped to enter the public or private sector. Most students participated in economic and development activities in their communities. They were given the tools they needed to set up their own business in vocations like carpentering, bricklaying, and welding. Select students furthered their education by attending Salima Technical College. During the National Youth Week, MYP, Youth Leaguers and students, would hold parades, demonstrate their skills and highlight the contribution they were making to national development.

The program had the affect of teaching youth the values of hard work, self-reliance and self-determination. It taught them leadership skills and molded students in to responsible citizens who took responsibility for the country. Youth coming out of the program had a sense of purpose and self-worth. At national level, MYP contributed towards food security and state security. Unfortunately for Malawi, this system only lasted a few years as the MYP was hijacked by politics and ?Kamuzuism?. However, it should have been disarmed but not disbanded.

REBRANDING THE MYP

Malawi can benefit from a new national youth service program similar to MYP. The basic development-focused tenets of the program should be reviewed and revived with adaptation where necessary. The new MYP movement should be a demilitarized albeit providing a good stepping stone for those wanting to join the army after the program. It should also be depoliticized and not have any party affiliation ? recruitment should be transparent and non-partisan. The basic organizational structure of the program should be similar to the MYP. They should have offices in each district so that it is accessible to all youth. It should also be institutionalized and centrally organized for consistency, but retain enough autonomy to allow each district to manage certain activities such as creating a budget, daily management, setting district-specific goals, and determining the needs of its youth. This can be done through the Ministry of Youth or it may be best served as a public-private partnership.

Similar to the MYP, its emphasis should be on uplifting the rural population, who make up the majority of the youth. However, the program should also target the urban youth. Its core curriculum should be modeled after the MYPs focus on vocational skills training in areas like agriculture, welding etc. However it should expand its training or class offerings to include subjects like tailoring/?dress-making?, design, nutrition, cooking, civics, basic law, computers and basic literacy. It should also continue to include merit-based scholarships for exemplary students to attend technical college, enter the Malawi university system or receive scholarships abroad. Similar to the MYP, students should be given the opportunity to affect their communities. They should be given the tools to start their own businesses or SMEs in their local areas. As a result of the program, they should gain preferential access to services such as government jobs and services such as the proposed Development Bank which is being set up to empower the youth through issuing loans. In order to achieve this, the students should earn a certificate indicating that they have completed the National Youth Service Program. Recognized accreditation for would be a valuable assets that they use to access future loans, employment, and education. The program duration should be one year but a two year option should be considered.

Although the new program should draw on the MYP, it should be re-branded. This includes giving it a new ?pioneer?-free name. Instead of indoctrinating the youth on Malawi?s cornerstone slogan of ?Unity, Loyalty, Obedience, Discipline? like the MYP, it may emphasize values that resonate with contemporary youth such ?freedom?, ?justice?, ?peace?, and ?inclusion?! It should also redefine the term national service by reclaiming the original definition, of thangata, ?moral obligation? which is a reference to something that is mutually beneficial. In this light, the program does also need to benefit the youth so that they gain real opportunity to lift themselves out of their economic circumstances whilst serving the country. The program should target long-term volunteers but should pay students a stipend or allowance so that they can meet their daily needs. It should also make a provision for uncompensated short-term volunteer positions so that the program fosters the spirit of volunteerism. Although the Malawi government may not have all the resources to meet the demands of all of Malawi?s development woes, the government can enact a program for its underutilized human capital as a resource for development and nation building.

CONCLUSION

Malawi has had a long history of volunteerism and service. Despite narratives about absence of volunteerism and the sense of civic duty, both are wide-spread in Malawi, albeit largely undocumented. Therefore, the potential for engaging Malawi?s youth is realistic and pragmatic. Malawi has had a strong tradition of youth-led volunteerism and participation in development, in part due to the MYP movement. Yet, much like the Ghana Young Pioneers, The Zambia National Youth Service, and the Boys Brigades of Botswana, organizations like MYP often resort to using idle youth as instruments of political control. As Malawi prepares for elections in 2014, the youth should not continue to be undermined. They Malawi have the potential to make a real impact on the country?s development. However, long-term programs are needed to ensure their success so that they can become productive citizens. Revisiting the MYP program provides Malawi with a viable blueprint that it can use in the creation of a national youth program geared towards development.

Supermoon: The moon will come within 222,000 miles of Earth and become a 'supermoon' (turn full) around 7:30 a.m. EDT Sunday.

The biggest and brightest full moon of the year graces the sky early Sunday as our celestial neighbor swings closer to Earth than usual.

While the moon will appear 14 percent larger normal, skywatchers won't be able to notice the difference with the naked eye. Still, astronomers say it's worth looking up and appreciating the cosmos.

"It gets people out there looking at the moon, and might make a few more people aware that there's interesting stuff going on in the night sky," Geoff Chester of the U.S. Naval Observatory said in an email.

What makes it a 'supermoon'? The Christian Science Monitor explains:

Supermoons occur once a year. This month's super-strawberry moon will be (slightly) larger and brighter than others because its full-moon phase comes as the moon makes its closest approach to Earth.

The moon's orbit around the third rock from the sun traces an elliptical path.? At closest approach, or perigee, the moon swings to within 362,570 kilometers (224,793 miles) of Earth, while its most-distant point, or apogee is 405,410 km. But those are averages.

Sunday night, the moon's perigee will come within 356,989 km of Earth, about 2 percent closer than average. And the moon reaches full status about 20 minutes after perigee.

Some viewers may think the supermoon looks more dazzling but it's actually an optical illusion. The moon looms larger on the horizon next to trees and buildings.

The moon will come within 222,000 miles of Earth and turn full around 7:30 a.m. EDT, making it the best time to view.

As in any supermoon event, high tides are forecast because of the moon's proximity, but the effect is expected to be small.

This supermoon is also a strawberry moon, according to the Old Farmer's Almanac. The first full moon in June is called a strawberry moon, marking the harvest of strawberries after their short growing season ends.

But you can forget about the myths that swirl every time a supermoon appears. There's no link to higher crime or bizarre behavior. Scientists say that's just lunacy.
