From Negro Creek to Wop Draw, place names offend

Just east of Victorville in California's Mojave Desert two bluffs rise 3,000-feet from the valley floor. A 1949 map by the U.S. Geological Survey officially gave them the name locals had called them for as long as anyone could remember: Pickaninny Buttes.

The name, a pejorative term that represents a caricature of black children, was likely bestowed because African Americans attempted a settlement near the Lucerne Valley at the turn of the last century. Whatever the reason, it stuck ? and still has the propensity to shock.

"Good grief," moaned Leon Jenkins, president of the Los Angeles chapter of the NAACP, when told about the site. "That is just about as offensive as it gets because nowhere in the English language was that used other than to be a slur at little girls."

Pickaninny Buttes is one of thousands of places across the United States still saddled with names that are an insight into our divisive past, when demeaning names given to areas settled by ethnic or racial minorities were recorded on official government maps and often stuck. Some, like Wop Draw in Wyoming; Jewtown, Ga.; Beaner Lake, Wash.; Wetback Tank reservoir in New Mexico and Polack Lake in Michigan, can sound rudely impolitic to the ears of a more inclusive society.

Others, such as the former Olympic ski resort of Squaw Valley near Lake Tahoe have become so ingrained in the vernacular that they're spoken without a second thought. And yet, nine states are on a mission to scrub "squaw" from their maps, a slang word first given to Native women that came to mean both a part of the female genitalia and a woman of ill repute. California is not among those states, to the continuing frustration of many regional Indian tribes.

"It's so disrespectful I'm not even going to say the name," said Chairman James Ramos of the San Manuel Band of Serrano Mission Indians in Southern California. "Every time I hear that I think of our women elders and my daughters and my wife, and I'm not going to degrade them that way by repeating the name. It's deplorable to all native people across the United States."

Ramos was incredulous to learn that a conical mountain peak in his tribal area along Interstate 15 between Barstow and Las Vegas is named "Squaw Tit," one of more than a thousand places across the U.S. with the S-word in it and eight places with the exact name.

"It just seems like dominant society is not culturally sensitive to and doesn't take seriously Native American thought and feelings," said Corine Fairbanks of the American Indian Movement.

In Arizona, tensions flared over a craggy mountain in Phoenix that was historically named Squaw Peak. A former governor made it her personal crusade to have it renamed for the first American Indian woman killed in combat in Iraq for the U.S. military. It was changed to Piestewa Peak in 2008.

Some state legislatures take it upon themselves to change names deemed offensive. In 1995 Minnesota was first to pass legislation outlawing "squaw," a process that took five years to complete. Oregon once had 172 places with the name squaw, the most in the U.S., and since 2001 has been engulfed in the tedious process of determining historically accurate new names. Oklahoma has passed a nonbinding resolution encouraging the change. Idaho, Montana, South Dakota, Florida, North Carolina and Tennessee also are making state-mandated changes. In September 2011 the last six offensive place names in Maine were changed. Still, there are 297 Savages nationwide and 11 Redskins.

The issue of offensive place names that have stuck despite changing times arises occasionally, as it did when the media reported the name of Texas Gov. Rick Perry's hunting camp: "Niggerhead," and when the N-word was found on headstones at a cemetery near Sacramento where graves were relocated in 1954 to make way for a dam.

Last fall in the California Gold Rush town of Rough and Ready, local resident Gail Smith bought property along a babbling creek. When she looked up the county assessors' map she was mortified to learn its name was still listed as something ordered eliminated from all federal place maps almost five decades ago: "Nigger Creek."

"It is like an obscenity," wrote Secretary of the Interior Stuart Udall in 1963, when he ordered that the N-word be scrubbed from all federal place maps. Three years later he added "Jap," which was a pejorative form of Japanese. They are the only two names officially outlawed by the federal government. In the days before federal databases, all maps had to be changed by hand. So it was up to federal mapping offices to find and change the local features and some were missed.

The lingering names show how difficult it is to find and change obscure places, to scrub the landscape clean of offensive names. There are more than 2.2 million geographic features recorded in the national database. Many are not widely known, and other times there is local resistance to change.

"We've had a few over the years that have popped up," said Jennifer Runyon, senior researcher for the U.S. Board of Geographic Names. "You get the old timers who never wanted to change it and still call it that. But even 'Negro' today has taken on a different meaning."

When Nevada County officials learned about the N-word Creek, they changed it to Negro Creek. The new name did not appease Smith, who wrote to the Geographic Names board asking to make it something that didn't evoke images of racism. When she learned it was named for the men who panned for gold there, she suggested Black Miners Creek. The all-white Board of Supervisors recommended Dec. 6 that it not be changed, that they did "not view the word 'Negro' as a pejorative."

Said the NAACP's Jenkins, "When you stoop so low to have that name and in 2011 you have the audacity not to want to change it with some reason that defies logic, well it's even more offensive,"

From Alaska to Florida and Maine to California there are 757 places with Negro in the name, according to an analysis of government records. Many of those place names were not spelled that way originally. There are also 20 places with "Dago" (and many more that have been changed to "Italian"), 1,100 Squaws, six "Polacks," 10 Cripples, 58 named Gypsy, 30 "Chinamans," eight "Injuns," 1 "Hebe Canyon," 35 "Spooks," 14 "Sambos" ? including Black Sambo Mine in California ? 30 "Spades," and too many "Coons" to count. There are also at least seven "Darkeys," another offensive name for black people.

Darkey Springs, Tenn., was Dark Springs until 1820, when a slave trader began holding auctions at the site, said Betty Tindell Johnson, a seventh-generation resident of the township.

"It's just a part of history that you wish hadn't happened," said Johnson, 71. "But there's a lot of stuff right now you wish wasn't happening."

Jewtown, Ga. was settled by former plantation slaves from St. Simons Island. It originally was called Levisonton after Robert and Sig Levison, who owned a store there in 1880.

A gentle knoll in eastern New Mexico formerly named "Nigger Hill" was renamed for those Buffalo Soldiers who fought in the Army's American Indian wars in the 1870s. During a campaign against the Comanches in July 1877, four members of a 10th U.S. Calvary company died on the hill in Roosevelt County.

A black personnel director at Eastern New Mexico University heard about the name and campaigned to have it changed to Buffalo Soldier Hill in 2005. But just across the state line in west Texas, a creek likely named for the same event still holds the name "Dead Negro Draw."

The Board on U.S. Geographic Names is a department of the U.S. Geologic Survey, whose mapmakers charted the country in intricate detail on a project only recently completed.

Historians say it's important to understand the historical context of the names before passing judgment on them, including the 36 Chinamans and two Chinks. The Chinese Historical Society of America in San Francisco is filled with old paperwork and receipts made out to "Chinaman" because it was easier for some pioneer shopkeepers to write that than to figure out the man's name, said executive director Sue Lee.

"Are these places offensive on their face? I'd hesitate to say because it's all in the intent," she said. "It's not that simple because they may have started out not offensive. It's site by site."

Even with the federal and several state governments leading the way, scrubbing offensive place names ? except for the N-word and Jap ? hasn't been easy.

There's certainly been no rush to change the name of California's Pickaninny Buttes, for example, though the San Manuel tribe is petitioning to change Squaw Tit, now that they know it exists.

The mere existence of offensive place names can be a teaching moment. Christopher Jimenez y West, a specialist in African American history at Pasadena City College, says there is an important distinction between purging offensive names from the landscape and erasing them from history.

"Of course they should be purged. The intention was to disempower and to marginalize. But should it be erased from our historic memory? I don't think so. For me, at least, they are an insight into the way we once thought about and considered others."

How to Correctly Manage Your IRA Rollover | Vahhala ...

Typically, the words IRA rollover and 401(k) rollover are being used interchangeably because people make use of both terms to describe the movement of cash coming from a 401k plan to the IRA whenever they either change companies or leave the workplace. The reasons why it is preferred to move cash from the 401k plan whenever separating from your business is for a greater collection of investments and also potentially greater investment results and greater control over your retirement money. The average 401k might offer you 4 to Ten investment choices whilst your individual IRA which can be essentially limitless in respect to your investment choices. In reality, a number of people still working for a corporation will look to transfer dollars from their 401k to their IRA to take advantages of these kinds of advantages and in some cases that may be doable.

How you will take care of the particular movement of one?s 401-k rollover is important since the wrong method can result in unnecessary withholding taxes. Whenever transferring cash from a 401k to an IRA, you may either obtain the check from your 401k administrator and after that bring it to your new IRA custodian or else you can have your 401k administrator mail your funds directly to your IRA account. The first choice is a bad choice as the 401kadministrator must withhold 20% of the balance in the event the check will be delivered to you. If your 401(k) rollover is done directly between your 401k administrator and your new IRA custodian, zero withholding is necessary.

Whenever moving funds on the 401k to an IRA rollover, it is occasionally valuable not to roll over all financial assets. Particularly, shares of your company that you have as part of your 401k as you might get beneficial tax treatment if you take them out of the 401k and don?t move them over. Specifically, a lot of the profit in those shares could be entitled to capital gains tax. However, if you rollover the stock to your IRA, that advantage will disappear forever.

At times, the words IRA-ROLLOVERS is used to describe the movement involving funds from one IRA account to another. Here once again, you can either obtain a check from one IRA account and take it to your other or have the preceding IRA custodian send the funds directly to your new custodian. The latter is a preferable approach to complete an IRA rollover since it helps prevent just about any issues that could result in needless taxes to you. As there is no withholding if you get funds from an IRA bill, you need to full the IRA rollover inside 60 days or the distribution becomes taxed to you.

Observe that all funds taken out of a IRA or 401k is not entitled to rollover. For example, whenever you reach age 70 1/2, you are faced with mandatory distributions from either kind of account. When taking these obligatory withdrawals, they get reported with your tax return and are then subject to income tax. You may not do a IRA rollover of these distributions as they are not entitled.

Newt Gingrich Fights For Georgia Primary Win

By Deborah Charles
ATLANTA, Feb 25 - Only a month ago, Newt Gingrich was atop the Republican presidential race. Now he is in a fight for a win even in his home state of Georgia as his campaign stakes its future on the Super Tuesday primaries.
Two polls out of three in recent days show Gingrich running a close race in the state with either Mitt Romney or Rick Santorum, who is making inroads with the large number of evangelical Republicans in Georgia. But he will take hope that one of those polls gave him a healthy lead of 13 percentage points over Santorum and 19 over Romney.
A loss in Georgia, the biggest of the 10 states holding contests on Super Tuesday on March 6, would deal a severe blow to any chance Gingrich has of winning the Republican nomination.
"It's incredibly important to Gingrich to win Georgia if he hopes to launch his 'Southern strategy,'" said Merle Black, professor of politics at Emory University in Atlanta.
Gingrich has put Georgia at the heart of his strategy to win southern states and come back from a dramatic fall since his big win in the South Carolina primary on Jan. 21. The former House of Representatives speaker went on to lose badly to Romney in Florida and suffered from the rise of Santorum as the more conservative choice among Republicans.
Gingrich decided to forgo campaigning heavily for Tuesday's primaries in Arizona and Michigan, the next states to vote in the Republican nominating process to decide who will face President Barack Obama in November's presidential election.
He launches a two-day bus tour of Georgia on Tuesday to try to shore up support after Santorum made waves in the state last Sunday with a visit to a megachurch where 3,000 worshippers gave him a standing ovation.
Polls show Santorum and Gingrich are vying for support of voters who identify themselves as "somewhat conservative" or "very conservative," Merle said.
Kathy Hildebrand, the Georgia field director for Santorum, said the church event surpassed expectations and generated hundreds of new volunteers.
"Three weeks ago there was no structure for a campaign for Santorum in Georgia," said Hildebrand.

ALARM BELLS
A poll early this week by Insider Advantage set off alarm bells for Gingrich, who was at 26 percent support, followed by Romney 2 percentage points behind and Santorum another point down. That was a dramatic change from earlier polls that gave Gingrich a double-digit lead.
"It is possible that Gingrich could lose his own congressional district," said Mark Rountree, a Republican political consultant and pollster. "He has to win his congressional district and the state."
Romney, a former Massachusetts governor, is strong in Atlanta's northern suburbs, part of the congressional district that Gingrich represented for around 20 years.
But Gingrich can take hope from a Landmark-Rosetta Stone poll done on Thursday that showed him with a 13-point lead in Georgia over second-placed Santorum. A Rasmussen poll released the same day had Gingrich in the lead over Santorum by 5 percentage points.
Often criticized for being irascible, the former history professor has toned down and, when asked in a CNN debate to chose one word to describe himself, chose "cheerful."
Gingrich is in a trap of his own making after telling Fox News before the latest polls were released that if any of the candidates lost their home state they would have "very, very badly weakened candidacies." Romney is struggling to stay ahead of Santorum in a tight race in Michigan, where he was born and his father served as governor.
Many voters in Gringrich's own home state may be waiting to see who wins in Michigan and Arizona before committing to the former speaker.
"I like him, but he's not a front-runner," said one woman in northern Atlanta, who refused to give her name. "So I'll vote for Romney or Santorum, I'm just not sure which yet."

SUPER PAC ATTACK
Hammering on a message he hoped would help him muscle back into the race, Gingrich has been the most vocal of the Republican candidates on a key voter concern: gasoline prices that have soared to almost $4 a gallon.
"I'm pretty sure I can get you between $2 and $2.50 through the free market without being dishonest," he told voters in Washington state. President Barack Obama on Friday described Republican promises of lower gas prices as "phony."
Much of Gingrich's fall from the top of the pack was due to negative TV and online ads sponsored by the Restore Our Future "Super PAC," or political action committee, that supports Romney.
Ads portraying Gingrich as a Washington insider and supporter of big government helped Romney bring him down in the Florida primary.
While attacking Santorum in other states, the Romney Super PAC is sticking with an anti-Gingrich ad in Georgia and has bought some $1.1 million worth of air time through Super Tuesday. The group has also reported spending around $82,000 in the state on Internet advertising against Gingrich.
Matt Towery, a former Gingrich campaign adviser from the 1990s but no longer affiliated with him, said Gingrich needed to counter negative ads against him by airing his own in Georgia.
"The barrage of negative ads that Gingrich is sustaining in Georgia is having an effect on his otherwise natural likelihood to win the state," said Towery.
"I think there will be a natural settling point but it's going to be problematic for him if he doesn't get on the air."
One hope for Gingrich to win in Georgia is that Santorum fails to take Michigan, giving the former speaker a chance at rebounding as the conservative alternative to Romney.
"It's possible Newt could get another look as the anti-Romney. I think there are probably some more twists and turns here," said Republican strategist Matt Mackowiak. (Additional reporting by Andy Sullivan and Alina Selyukh; Editing by Alistair Bell and Eric Walsh)

Razer Arctosa Gaming Keyboard ? Silver - Woot

Hey! Get away from there!

What the hell do you think you?re doing?!

?What?s the big deal? I just needed to send an email and you were taking a crap-?

I was BLOWING MY NOSE. And if you?re going to send an email, use a writing keyboard, not my refurbished Razer Arctosa Gaming Keyboard.

?Right, blowing your nose. For 25 minutes. Anyway I don?t see what the problem is. It?s a keyboard, isn?t it??

It?s a GAMING keyboard, you moron. It?s got fully-programmable keys for all my macro needs, Hyperresponse Technology, Anti-Ghosting for WASD use, and a 1ms Response Time. You can?t just go clacking away on it with your big, dumb, sausage fingers.

You use they keys for committing gross acts of pwnage against idiots on the Internet. Ugh, now I?m going to have to clean the whole thing again.

?I think you?re overreacting. Did you have a tough time in the bathroom??

I was blowing my nose. And I?m not overreacting. You wouldn?t walk into Eric Clapton?s house and start noodling on the first Stratocaster you stumble across, would you?

?Sorry, are you now saying you?re the Eric Clapton of gaming? Does that mean you play a style of game that most people feel like white people shouldn?t be playing??

Will you just shut up and listen?

?Or does it mean you fell in love with some other famous gamer dude you were friends with and wrote a song or, I guess in this metaphor you would be playing a game, about his wife to steal her away??

THE POINT IS DON?T TOUCH MY KEYBOARD!

Chris Pine vs. Tom Hardy: Who Would You Rather...

In This Means War, Chris Pine and Tom Hardy play CIA operatives battling for the heart of Reese Witherspoon.

So it's only natural for us to pit these actors against each in real life, too, isn't it?

Study the looks of Pine and Hardy at the Hollywood premiere of this romantic comedy (try to imagine the latter without his abundance of facial hair if that helps) and answer the pressing question that Witherspoon's character faces in the movie: Who would you rather be interrogated by privately... if you know what we mean?

The 'DNA robots' that hunt cancer cells (The Week)

[unable to retrieve full-text content]The Week - How do these robots kill cancer? The tiny devices were constructed out of DNA strands and folded into a shape resembling a clamshell. Researchers call it the "DNA origami" method. The devices are pre-programmed to open up in the presence of cancerous cells. Once open, the robot releases a series of antibodies that cause its target to self-destruct. "The idea is based on the behavior of the body's immune cells," says Elizabeth Lopatto at Bloomberg Businessweek, "which recognize viruses or other invaders and attack them." In 1961 the Air Force launched the first needle?dispenser. The experiment was called Project West Ford, and it was hoped that this demonstration would prove the concept so that 2 more permanent communication rings could be deployed. The needles in the first launch failed to properly disperse, but a second launch in May of 1963 was successful.

The 20 kg of copper needles were packed inside the spacecraft in blocks of napthalene gel that would?evaporate?when released into space. After that the needles would gradually disperse over a period of two months. The resulting cloud, in the shape of a?donut, was 5 km wide, 30 km thick and encircled the globe at an altitude of 3700 km.

These tiny antenna were designed to operate on a half-wavelength of?military X-band (8 GHz) communication. When the radio wave struck the copper needles, each would reflect the signal in all directions.

Communication was first attempted 4 days after the?launch, so the?needles?were more?densely?spaced than final dispersal. Voice transmission was?described?as ?intelligible?, and data speeds of 20,000 bits per second were obtained.?However, by July only 400 bits er second could be?transmitted?after further dispersal.

Despite the success of the test, no further West Ford missions were ever developed. One reason was the backlash from the?scientific?community, who feared that a?giant?cloud of tiny antenna would block?astronomic?research. Even the Soviets joined in the protest, claiming in Pravda U.S.A. Dirties Space.?Additionally, satellite technology was developing at a sufficient pace that the low tech solution of bouncing radio waves off copper antenna seemed outdated already.

The Kennedy White house issued a statement on Project West Ford, as shown below, and?Ambassador Adlai E.?Stevenson had to defend the project to the U.N.

No further launches of orbiting dipoles will be planned until after the results of the West Ford experiment have been analyzed and evaluated. The findings and conclusions of foreign and domestic scientists (including the liaison committee of astronomers established by the Space Science Board of the National Academy of Sciences) should be carefully considered in such analysis and evaluation.
Any decision to place additional quantities of dipoles in orbit, subsequent to the West Ford experiment, will be contingent upon the results of the analysis and evaluation and the development of necessary safeguards against harmful interference with space activities or with any branch of science.
Optical and radio astronomers throughout the world should be invited to cooperate in the West Ford experiment to ascertain the effects of the experimental belt in both the optical and the radio parts of the spectrum. To assist in such cooperation, they should be given appropriate information on a timely basis. Scientific data derived from the experiment should be made available to the public as promptly as feasible after the launching.

Perhaps the most enduring legacy of Project West Ford was its?contribution?to international space law, as it established a US policy that the international scientific community would be consulted before the launch of such experiments. This was later codified into the?Treaty on Principles Governing the Activities of States in the?Exploration and Use of Outer Space (the Principles Treaty).

A push to train more primary-care doctors

First-year medical student Hannah Segal sees the same patients and finds herself managing the same ailments during her frequent visits to a community health clinic on downtown Los Angeles' skid row.

It's not the most glamorous or desired duty among her USC classmates, many of whom aspire to prestigious, high-paying medical specialties. But her work on the front lines of patient care has helped Segal find her passion. "I'm always really excited to come here," she said. "I get to really problem-solve over time."

The program that brought Segal to this clinic is part of a new nationwide push to address a chronic problem: the U.S. is failing to produce enough family doctors to meet current and future needs.

To address the shortage, new medical schools are opening with an emphasis on primary care and others are changing their curricula to boost the number of graduates interested in the field. Medical school professors are pairing students with family doctors and assigning them to community clinics so they see firsthand what it's like to practice preventive care and manage chronic diseases.

The vast majority of U.S. medical school students have long pursued careers as neurologists, cardiologists or other specialists, resulting in an acute shortage of primary-care physicians that will only get worse as more family doctors retire.

The search for solutions is taking on new urgency because healthcare reform will provide an estimated 30 million more Americans with health coverage in two years. And fielding more family physicians is key to the savings promised by backers of the healthcare overhaul.

Without the preventive care and disease management provided by general practice doctors and internists, patients often require more extensive, costlier treatment by specialists and emergency room physicians.

"It is an extremely critical problem," said Russell Robertson, chairman of the Council of Graduate Medical Education, which advises the government on physician workforce issues. "It is certainly contributing to the high cost of healthcare.... It is a worrisome thing to see how this is going to unfold."

The American Academy of Family Physicians estimates that the nation will be short 39,000 primary-care doctors by 2020.

Experts say changes at medical schools will do only so much, given the long-standing pay gap between primary-care doctors and specialists, which is estimated to reach $3.5 million over a lifetime. To help, the federal government is joining the effort, allocating more resources to recruitment, training and reimbursement for primary-care providers.

Baby boomers' aging is exacerbating the problem, said Carmen Puliafito, dean of USC's Keck School of Medicine. "Who is going to take care of these people?" he said. "We don't have good answers to those questions yet, as a nation and as a medical profession."

Segal is one of 12 students in the university's longitudinal program, where students can spend their entire four years of medical school working in community health clinics. Students are more likely to consider primary care professions if they get experience forming relationships with patients and treating their illnesses, said Segal's mentor, Paul Gregerson. He is medical director of the nonprofit John Wesley Community Health Institute, which runs several clinics, including the one on skid row where Segal works.

Gregerson said he hopes students like Segal will help alleviate the shortage that is making it nearly impossible to find doctors to work with the poor and uninsured. "The biggest problem is getting qualified people who have the education and desire to work with this population," he said.

Wearing a white coat imprinted with her name, Segal sat with Gregerson and a 48-year-old patient who was obese and had a history of hypertension. They explained the risk of heart disease and talked with him about the importance of controlling his weight and blood pressure.

Later, Gregerson helped Segal complete the patient's medical chart, advising her to jot down his blood pressure and to note that he was bicycling regularly and trying out a low-carb diet. "Next time you come you already have a few things to talk about," he said. "It's a really good way to connect with your patients."

The key to getting more graduates to pursue community medicine is recruiting the right students, said G. Richard Olds, dean of UC Riverside Medical School, which is waiting for accreditation and expects to focus in part on primary care. Olds said that means reaching out to applicants from diverse backgrounds who are committed to serving their communities.

Christina Thabit, from Bakersfield, wants to do just that. She saw firsthand the shortage of doctors to treat her father, who had multiple sclerosis. "I have seen all the battles," she said. "I want to make that better."

Thabit is among the first students in a new medical school program run by UC Davis and UC Merced that aims to increase the number of doctors in the San Joaquin Valley.

Around the nation, schools have opened in Florida, Pennsylvania and Connecticut with an emphasis on family medicine. Harvard University also recently opened a Center for Primary Care to improve teaching and research. If there is a stronger system of primary care in the U.S., "the better quality of care we are going to provide and at a lower cost," said Russell Phillips, one of the interim directors of the center.

Eric Lu, 24, who plans to go into family medicine, said he is drawn to the field because he can become a gatekeeper for patients as they enter the healthcare system and a guide as they move through it.

"I see the importance of having physicians who are able to really understand patients as people as a whole, not just as individual disease entities," Lu said.

For many, however, the allure of primary care is outweighed by the downsides. Many family doctors have large patient loads and work long hours in private practices or community clinics.

In addition, most healthcare is paid for based on the service provided, and managing chronic diseases and counseling patients on how to live healthier lives isn't typically lucrative. Family doctors earn from $175,000 to $220,000 ? about half the annual salary of specialists, according to the American Academy of Medical Colleges.

With about $160,000 in educational debt, medical school graduates can't be blamed for wanting higher-paying jobs, said Atul Grover, chief public policy officer of the academy.

"If you are looking at uncertainty and a less attractive practice environment and less money, it is hard to convince people to go into primary care," Grover said. "You can't hide the realities of how difficult practice lives are."

Lu, the Harvard student, isn't discouraged. "I get to do something that I am passionate about," he said. "It's worth it."

USA's Fifty top philanthropists consist of 12 arts donors | Arthritis ...

The most large members of the actual 1% devoted more than 2% of their charitable giving last year to arts as well as culture, based on the Chronicle associated with Philanthropy, which issued Monday it?s annual ranking of Americas 50 most large donors. Journalists for the Chronicle found particular donations of at least $1 million to arts as well as cultural institutions by 12 of the 50, totaling $213.4 million. The Philanthropy 50, as the Chronicle calls them, offered $10.4 billion in total charitable donations this year, more than three times the $3.3 billion they donated this year. Just about all of that increase can be attributed to Maggie A. Cargill of La Jolla, who died in ?06, leaving a bequest to two foundations she had established, resulting in gifts that the Chronicle placed from $6 billion. Cargill, obviously, was No. 1 in the rankings.

The Chronicles strategy on arts giving among philanthropy 50 wasnt adequately fine-tuned to capture all the arts interests associated with top contributors.Eli and Edythe Wide ranked 49th out there, with $27 zillion donated for their Broad Foundations, but the Chronicle didnt count any of it as a good arts-specific gift. South Sudan accuses Sudan of breaking peace pact (AP)

JUBA, South Sudan ? South Sudan on Tuesday accused its northern neighbor Sudan of bombing a border town, violating a non-aggression agreement between the two nations just hours after it was signed.

South Sudanese military officials said Sudan launched an attack early Saturday on the disputed town of Jau. Military spokesman Col. Philip Aguer said the area was shelled by Sudanese Armed Forces in the early morning then bombed by the Sudanese Air Force during the day.

Four South Sudanese soldiers were wounded in the attack, said Aguer.

A military spokesman in Sudan could not be reached for comment late Tuesday.

Jau lies on the border of South Sudan's Unity State and Sudan's South Kordofan state and has been claimed by both countries. Sudan is currently battling the SPLM-North, a rebel group that was linked to South Sudan's Southern People's Liberation Movement before the country gained independence in July. Khartoum has repeatedly accused South Sudan of continuing to support the SPLM-N, claims that Juba denies.

News of the attack comes on the heels of a memorandum of understanding on non-aggression signed by both governments in Ethiopia Friday evening.

South Sudan's Deputy Defense Minister Majak Agot Atem told reporters Tuesday that the agreement was based on a number of principles including "respect of each other's sovereignty and territorial integrity" and the "rejection of the use of force in conducting their relations."

The agreement was signed during talks in the Ethiopian capital to resolve outstanding provisions of the 2005 Comprehensive Peace Agreement, which ended more than two decades of civil war between the two sides.

At the center of the talks is the division of the two nations' once-unified oil industry. As part of the peace agreement, South Sudan declared independence from Khartoum, inheriting nearly three quarters of Sudan's oil production in the process. All of South Sudan's oil must still exported through pipelines through Sudan, but the two countries cannot agree on the transport fees Juba should pay.

In lieu of an agreement, Sudan recently declared it would take a percentage of South Sudan's oil as in-kind payments. South Sudan in turn accused Khartoum of stealing nearly all of its oil and decided to shut down all production in its oil fields, depriving Khartoum of a critical source of income.

The two countries are also far apart on other issues such as the demarcation of the north-south border and the status of the disputed Abyei region.

"Since the confiscation of South Sudan's oil, relations (between the two countries) are still teetering on the brink," said Atem.

While a cause of constant tension, many observers saw the oil industry as a kind of glue holding the two countries together. With the flow of oil now shuttered, many worry about a return to open warfare.

Aguer said Tuesday that Sudanese Armed Forces are massing along the border with South Sudan. Aguer said Sudan had positioned four battalions around Jau and three others along the border of Sudan's South Darfur state.

"Khartoum has never recognized the border between South Sudan and Sudan and they are now expanding their territory," he said.

"All these are indicative of escalation," said Atem. But Atem said the two countries could still back down from the brink by adhering to the non-agression agreement signed in Ethiopia. "This (agreement) if the two parties commit themselves to implementing each and every clause of it, will definitely have a considerable bearing on improving the mutual relations between the two countries."

Meanwhile, a half-million South Sudanese people living in Sudan will have the choice to go home after a new deal was struck between the two countries, but a fast-approaching deadline leaves little time to make the difficult journey, an international migrant agency said.

The agreement sets an April 8 deadline for South Sudanese to choose to return home or to risk staying on in Sudan, where they will be required to "regularize" their status ? an unclear requirement that does not necessarily mean they will gain citizenship with equal standing, the International Organization for Migration said.

Already, some 120,000 South Sudanese have registered with the U.N. refugee agency seeking to depart Sudan.

Jumbe Omari Jumbe, a spokesman for the Geneva-based organization of 146 nations, said the April deadline leaves too little time for half a million people to travel in such a vast country without adequate roads or other transportation.

IOM had hoped that the nations might pick a more distant deadline in their agreement Sunday, he said.

There are already more than 11,000 South Sudanese stranded at Kosti, a city along the White Nile River south of Sudan's capital Khartoum, where they are waiting to be transported to the South.

"It is logistically impossible to move half a million people in less than two months, in a vast country like Sudan with many infrastructural challenges. We desperately need enough time to guarantee safe and dignified return of these people" said Mohammed Abdiker, IOM's director of operations and emergencies.

IOM said the agreement between the two nations specifies how security should be handled for people returning along the road and at borders, and even limits how much baggage they can carry.

The organization said it already has helped 23,000 South Sudanese return home from Khartoum and other Sudanese cities, using dozens of river barges along with trains, trucks and chartered aircraft.

But Khartoum, citing security concerns, has refused to allow humanitarian aid agencies into the region. A deepening food crisis also has been spurred by erratic rains in Sudan and instability due to the violence.
