Buffett rule: Five questions about Obama's plan answered

Obama's argument centers around a long-term trend: the effective tax rate paid by the highest-earning Americans has fallen sharply ? much more so than for middle-income households. A chart released by the White House shows the average tax rate paid by the top 0.1 percent of earners falling from above 50 percent in 1960 to below 30 percent by 2010.

"If you make more than $1 million a year, you should pay at least the same percentage of your income in taxes as middle-class families do," Obama said in a White House appearance on April 11.

According to the White House's own figures, however, top earners?do pay at a higher rate than middle-income earners, despite the decline in their effective tax rate.?Families in the middle of the income range pay an average federal tax rate below 20 percent in the White House chart, which includes payroll taxes for Social Security and Medicare as well as the personal income tax.

But as Obama points out, the wealthy pay at rates that can vary wildly, depending on the kind of income they earn and the loopholes they may use. If income arrives as capital gains rather than as wages, for instance, the current law applies a low 15 percent tax rate. The 400 highest-income households paid just 18 percent of their incomes in federal taxes in 2008, down from about 30 percent in 1995, according to the White House analysis of government tax data.

Obama pressured Republicans by citing Ronald Reagan as another president who essentially endorsed the Buffett rule. In 1985, Reagan urged tax reform by citing the example of a business executive paying lower taxes than his secretary. However, the White House chart suggests that in practice, Reagan's 1986 tax reform resulted in lower taxes for the wealthy.

Currently, the top 1 percent of taxpayers earn about 17 percent of all "adjusted gross income" calculated by the Internal Revenue Service, and they pay about 37 percent of all income taxes, according to the Tax Foundation, a Washington research group.

Woman pushes boy to safety, is killed in hit-run

A heroic Staten Island woman pushed her 8-year-old grandson out of the way before being struck and killed by a hit-and-run driver as the two walked home from church Thursday night.

Clara Almazo, 57, and her grandson, Brian Herrera-Ramirez, were crossing Cary Avenue in West Brighton just before 10 p.m. when a black Ford Escape came barreling toward them, police say.

Witnesses said Almazo was thrown 10 to 20 feet by the impact. She was later pronounced dead at Richmond University Hospital. Her grandson suffered scratches and bruises.


They were returning home from Thursday services at Our Lady of Mount Carmel-St. Benedicta Church.

The alleged driver, Brian McGurk, turned himself in several hours after the accident and was charged Friday with leaving the scene of an accident. It wasn't clear if he had a lawyer.

It wasn't known how fast McGurk was driving. He remains in jail and his vehicle is under police surveillance.

Police say additional charges could be issued against the 40-year-old suspect.

While weight loss during pregnancy is NOT encouraged, teaching obese pregnancy women how to make healthy lifestyle choices including good balanced diet, moderate exercise/activity level, and adequate sleep will help to minimize pregnancy risks.?? Making these lifestyle changes during pregnancy will hopefully be sustained and lead to overall better health and promote weight loss after pregnancy.

March was Women?s History Month?and what a month March 2012 was for women. From Rush Limbaugh?s attack on Sandra Fluke to Virginia?s new law requiring an ultrasound before an abortion to Mitt Romney?s assertion that he would cut funding for Planned Parenthood, it seems like powerful public leaders and behemoth institutions alike are turning back years of hard-fought victories for women. As Secretary of State Hillary Clinton remarked, women are inexplicably the focus of attacks from ?extremists? around the world: ?They want to control how we dress, they want to control how we act, they even want to control the decisions we make about our own health and bodies.?

As women, we are at the center of these culture wars, and it?s easy to feel as though we are powerless. But history gives us a simple lesson: If we don?t like what is happening, the power to change the conversation lies with us.

The political impasse we have reached over many women?s issues is not inevitable. For example, the polarized, partisan stances on abortion that we see today were hardly a foregone conclusion when Roe v. Wade was decided in 1973. Today, the religious right leads the pro-life movement within the Republican Party, while the Democrats uphold the banner of the pro-choice movement. In the 1970s, however, the Southern Baptist Convention, now a leading pro-life group, actually endorsed the Roe decision?a concept that seems unimaginable today. And the rise of evangelical Christianity in modern American politics? It actually started with the Democrats, when Jimmy Carter, a born-again southern Baptist, ran for President in 1976 and supported restrictions of federal funding for abortions.

So how did we get to the polarized politics of today? In politics, people are power. Political groups carefully adopt positions that bring more people?and, hence, more power?to their side.

The politics of reproductive rights really polarized when political groups realized they could strategically use abortion to win public support. As fellow political scientist Gerald Rosenberg argues, the main political legacy of Roe was not to increase the number of women who could safely and legally receive abortions, or to shift public support for abortion. Instead, its main effect was to galvanize a previously quiescent pro-life movement. Incensed by the Supreme Court?s ruling, pro-lifers rose up in opposition of Roe, and conservative groups seized the opportunity. Once they realized they could fan the flames of pro-life sentiment to garner more support, conservatives began to fund groups like the Moral Majority. It wasn?t until 1980 that Republicans took a strong pro-life stance, when they realized it could help win over religious conservatives. Democrats responded in kind. They reversed positions Carter advocated as president and adopted a strong pro-choice position when progressive women rallied to their side.

Change is possible, but it depends on changing the power dynamic around women?s issues. And that power dynamic is about us?the people political groups want to mobilize.

How can we change the discussion, when people?s views seem so entrenched, so extreme? Most people do not come to politics with pre-formed extreme positions. In his masterful study of pro-life activists, sociologist Ziad Munson shows that many people who are now fervent pro-life activists actually joined the movement when they were undecided about their view on abortion, or even pro-choice. They joined the pro-life movement not because they supported its ideology, but because they had just moved to a new area and wanted to meet people, or to support a friend who invited them to a meeting.

People are not persuaded by reason or expertise. We are persuaded by our relationships and emotion. I study the reasons why people participate in politics, and my research shows that people make their political decisions for largely personal reasons. Friends are more powerful than any policy expert in influencing people?s political choices.

Instead of letting the extremists dictate the dialogue, we can reverse this backlash against women by talking to our friends and our neighbors. Through our every day conversations, we can begin to change the dialogue about women?s issues.

Methylphenidate may help induce recovery from several anesthetic drugs, improve patient safety

The ability of the commonly used stimulant methylphenidate (Ritalin) to speed recovery from general anesthesia appears to apply both to the inhaled gas isoflurane, as previously reported, and to the intravenous drug propofol. Members of the same Massachusetts General Hospital (MGH) research team that reported the isoflurane study are publishing similar results for propofol in the May issue of Anesthesiology, and their paper has been issued online.

"Propofol is the most widely used intravenous general anesthetic, and there is currently no way to reverse its effects," says Ken Solt, MD, of the MGH Department of Anesthesia, Critical Care and Pain Medicine, the paper's corresponding author. "By finding that methylphenidate can reverse general anesthesia with propofol as well as with isoflurane, we show that it may be broadly applicable for waking patients up from different general anesthetic drugs."

The MGH team's previous study in the October 2011 issue of Anesthesiology showed that methylphenidate known to affect arousal pathways in the brain and commonly used to treat attention-deficit hyperactivity disorder significantly decreased the amount of time it took for rats to recover from isoflurane anesthesia. The current study ran very similar experiments in which propofol, which has a different mechanism of action than isoflurane, was the anesthetic agent.

In the first experiments, animals that had lost consciousness after a single dose of propofol were given intravenous methylphenidate or saline, and those receiving methylphenidate recovered almost five minutes faster than those receiving saline. Administration of methylphenidate also induced signs of arousal movement or standing up in rats receiving a constant intravenous dose of propofol, while animals administered saline remained motionless. EEG readings of the brains of animals during constant infusion of a higher propofol dose showed that methylphenidate caused brain activity to shift back toward the awake state. The change persisted for up to 10 minutes, during which the animals showed signs of arousal like opening their eyes and kicking, although they did not stand up.

"Propofol can be a very dangerous drug because it can cause patients to stop breathing and their blood pressure to drop," Solt explains. "It is often used for sedation during procedures such as colonoscopies, and if patients get oversedated, methylphenidate may be useful in getting them to wake up and resume breathing and in restoring their blood pressure. In the operating room, where propofol can be administered for several hours, patients may take as long as an hour to recover. The ability to use methylphenidate to induce recovery could make general anesthesia safer and more efficient, and we're hoping to conduct a clinical trial in patients in the near future."

In the most comprehensive study to date to examine the effects of soy on menopause, researchers have found that two daily servings of soy can reduce the frequency and severity of hot flashes by up to 26 percent, compared to a placebo.

The findings, published in Menopause: The Journal of the North American Menopause Association, reviewed 19 previous studies that examined more than 1,200 women.

Although the effectiveness of soy in alleviating hot flashes has been inconclusive, with some studies suggesting soy to be beneficial and others suggesting otherwise, much of the discrepancy is due to small sample sizes and inconsistent methodology, according to the authors.

"When you combine them all, we've found the overall effect is still positive," said Melissa Melby, a medical anthropology professor at the University of Delaware and co-author of the study.

Examining the impact of soy isoflavones, chemicals found in soy that exert a mild estrogen-like effect, Melby and her colleagues found:

  • Ingesting at least 54 milligrams of soy isoflavones daily for six weeks to a year reduces menopause hot flash frequency by 20.6 percent and severity by 26 percent, compared to a placebo.
  • The total reduction in frequency and severity might be even greater due to the placebo effect.
  • In longer duration studies (where women consumed soy isoflavones for 12 weeks or more), the decrease in hot flash frequency was approximately threefold greater than in shorter-duration trials.
  • Isoflavone supplements with higher levels (at least 19 milligrams) of genistein, one of the two main types of isoflavones, were more than twice as effective at reducing hot flash frequency than lower amounts.

Melby called the genistein result particularly notable because the compound is the primary isoflavone in soybeans and soy foods, suggesting that, "Eating soy foods, or using supplements derived from whole soybeans, may work better for women."

Each gram of soy protein in soybeans and traditional soyfoods provides approximately 3.5 mg of isoflavones. Two glasses (16 oz) of soymilk or seven ounces of tofu provide approximately 50 mg of isoflavones.

The interest in soy and menopause stems from observational evidence in Japan, where researchers have found the low frequency of hot flashes in Japanese women might be attributed to the high soy consumption that often begins in utero and continues throughout their lifespan.

"Soy is probably more effective in these women," Melby said. "But if you're 50 and you've never touched soy, it's not too late. We've found that it still helps."

Although the effectiveness of soy in alleviating hot flashes has been inconclusive, with some studies suggesting soy to be beneficial and others suggesting otherwise, much of the discrepancy is due to small sample sizes and inconsistent methodology, according to the authors.

"When you combine them all, we've found the overall effect is still positive," said Melissa Melby, a medical anthropology professor at the University of Delaware and co-author of the study.

Examining the impact of soy isoflavones, chemicals found in soy that exert a mild estrogen-like effect, Melby and her colleagues found:

  • Ingesting at least 54 milligrams of soy isoflavones daily for six weeks to a year reduces menopause hot flash frequency by 20.6 percent and severity by 26 percent, compared to a placebo.
  • The total reduction in frequency and severity might be even greater due to the placebo effect.
  • In longer duration studies (where women consumed soy isoflavones for 12 weeks or more), the decrease in hot flash frequency was approximately threefold greater than in shorter-duration trials.
  • Isoflavone supplements with higher levels (at least 19 milligrams) of genistein, one of the two main types of isoflavones, were more than twice as effective at reducing hot flash frequency than lower amounts.

Melby called the genistein result particularly notable because the compound is the primary isoflavone in soybeans and soy foods, suggesting that, "Eating soy foods, or using supplements derived from whole soybeans, may work better for women."

Each gram of soy protein in soybeans and traditional soyfoods provides approximately 3.5 mg of isoflavones. Two glasses (16 oz) of soymilk or seven ounces of tofu provide approximately 50 mg of isoflavones.

The interest in soy and menopause stems from observational evidence in Japan, where researchers have found the low frequency of hot flashes in Japanese women might be attributed to the high soy consumption that often begins in utero and continues throughout their lifespan.

"Soy is probably more effective in these women," Melby said. "But if you're 50 and you've never touched soy, it's not too late. We've found that it still helps."

Mitt Romney now pandering on immigration reform | 24Ahead

Mitt Romney and his incompetent advisors are inching him closer and closer to a weak immigration position that validates Obama's position on the issue. Romney's advisors clearly aren't smart enough to understand that won't work.

The latest example of Romney weakening on the issue is from yesterday (link):

Mitt Romney on Monday flatly accused President Obama of reneging on his campaign promise to bring up sweeping immigration reform, despite enjoying a Democrat-controlled Congress for his first two years in office.

"This has always been a priority for the President he chooses to do nothing about," Romney said. "Let the immigrant community not forget that, while he uses this as a political weapon, he has not taken responsibility for fixing the problems we have."

...Romney also pledged he would address immigration during his presidency, if he's elected, though his views on a solution differ significantly from the president's.

"That is something that I will not just talk about in this campaign. This will be a priority of mine if I become president to make sure we finally reform our immigration laws step by step, secure the border, improve our legal immigration system, so we can keep people here and welcome people here who will make America a stronger nation," he said.

The GOP front runner's comments came at a town hall meeting at the Moore Oil Company after an audience member, noting that his girlfriend would have to return to Spain soon when her visa runs out, asked about immigration reform.

"My own view is our immigration policies are upside down," he continued. "We make it very hard for people who have skills that we need - education and English-speaking and workplace skills - make it very hard for those people to come here and to stay here. On the other hand, those that don't have any of those things are often times able to come either across the border or over-stay their visas and remain in this country indefinitely. So we've got it backwards."

As to the audience member's predicament, Romney said that if a foreigner has a degree from an institution of higher learning - a master's, a PhD - in this country, then the government should "staple a green card to their diploma."

"Welcome them here to the United States of America. We want those people in our country," he noted. "At the same time we want to make sure that we stop illegal immigration so we can protect legal immigration. Legal immigration is something we conservatives like. We love people coming here legally, particularly that speak English, that can work in jobs here, that can create new industries, that are innovative."

1. Romney shouldn't be chiding Obama for not succeeding with "reform": he should be pointing out the problems with comprehensive immigration reform in the first place (see that link). It would be very easy for Romney to use "reform" and the DREAM Act to discredit Obama and the Democratic Party. Instead, he's validating those groups' position on the issue.

2. Romney is implying the false canard that the system is broken; he would have made the Meg Whitmaning complete if he'd explicitly used that phrase.

3. The phrase "immigrant community" is something one might hear from, say, the far-left New York Immigration Coalition, no matter how Romney meant it. It might even be a reference to "the community", an ethnocentric codeword for Latinos as used by Luis Gutierrez and others and others.

4. Romney is using the phrase secure the border in a sense that's perilously close to the "secure the border first, then some form of amnesty" meaning; see the link.

5. Romney is explicitly promoting mass skilled immigration; see the link.

6. The phrase "staple a green card to their diploma" is a hoary old talking point which appears to have been started by Andy Grove. (A future post will provide examples of other using it; this note will be replaced with a link).

7. While the "we conservatives" was a nice touch, not all conservatives - or all liberals - support massive immigration. Romney's new position is that of the "high-immigration right". He's not yet at the Chris Cannon level, but he's definitely within sighting distance of the Michael Bloomberg level. The problems with the last paragraph in the quote are discussed on the skilled immigration page.

FACT CHECK: Obama's incomplete history lesson

WASHINGTON (AP) ? Few would quarrel with President Barack Obama's point that the Republican Party has drifted to the right in recent years, disavowing ideas it once embraced ? even created. But making that case in a major campaign speech, Obama ignored realities in his own Democratic ranks.

For one, it was opposition from coal-state Democrats that sank cap-and-trade legislation to control greenhouse gas emissions, not just from those arch-conservative Republicans.

For another, if Republicans have moved to the right on health care, it's also true that Obama has moved to the left. He strenuously opposed a mandate forcing people to obtain health insurance until he won office and changed his mind.

Obama's speech to news executives Tuesday at the annual meeting of The Associated Press was perhaps his most aggressive dressing down of the Republicans yet this campaign season. Mitt Romney, his likely GOP rival for the presidency, speaks to news leaders Wednesday.

Several points in Obama's address gave an incomplete accounting to his audience. Here are some of his statements and how they compare with the facts:

OBAMA: "You'd think they'd say: 'You know what? Maybe some rules and regulations are necessary to protect the economy and prevent people from being taken advantage of by insurance companies or credit card companies or mortgage lenders.'"

THE FACTS: As zealous as they sound on the subject, Republicans aren't proposing to throw out all regulations. Romney, for one, proposes changing, but not repealing, the Sarbanes-Oxley law that tightened accounting regulations in response to corporate scandals. He does want to repeal the Dodd-Frank law toughening financial-industry regulations after the meltdown in that sector, and he wants environmental rules loosened to spur energy production.

Even in the heat of GOP primaries, however, Romney wasn't talking about throwing out the federal rulebook. "We don't want to tell the world that Republicans are against all regulation," he said. "No, regulation is necessary to make a free market work. But it has to be updated and modern."

OBAMA: "Cap and trade was originally proposed by conservatives and Republicans as a market-based solution to solving environmental problems. The first president to talk about cap and trade was George H.W. Bush. Now you've got the other party essentially saying we shouldn't even be thinking about environmental protection; let's gut the EPA."

THE FACTS: Obama is right that cap and trade was a Republican idea ? first put in place to control sulfur dioxide emissions, or acid rain, under the 1990 Clean Air Act amendments that passed overwhelmingly. The idea is to cap overall emissions of a certain pollutant while letting companies trade pollution allowances, essentially using a combination of the government and private market to make the environment cleaner.

But in recent years, cap and trade failed when Democrats controlled the Senate and the House. Moreover, Republicans argued the legislation was not a truly market-driven mechanism. It would have auctioned off pollution allowances to companies, raising money for the government to help offset higher energy bills and invest in cleaner energy technologies.

They wanted a system that would distribute the allowances for free, letting the private market determine their value. That's how it worked with acid rain.

Republicans have not abandoned the notion of environmental protection, although the presidential primary rhetoric ? all geared to more drilling and energy production ? could lead one to think so.

OBAMA: "There is a reason why there's a little bit of confusion in the Republican primary about health care and the individual mandate, since it originated as a conservative idea to preserve the private marketplace in health care while still assuring that everybody got coverage, in contrast to a single-payer plan. Now suddenly this is some socialist overreach."

THE FACTS: Again, true. But not the whole story.

Many Republicans into the 1990s, and in some cases beyond, supported the idea of requiring people to have health insurance, even if they disagreed with Democrats on how universal coverage should work. Now that idea is decidedly purged from the GOP mainstream.

But until he became president, Obama, too, thought a mandate was a bad idea. In the 2008 campaign, it was his "core belief" that everyone would get health insurance, without the coercion of a mandate, if only high-quality coverage were affordable.

He relentlessly criticized his primary opponent Hillary Rodham Clinton in debates, speeches, ads and mailers for proposing a mandate, taking it so far that she waved one of his mailers in the air and barked, "Shame on you, Barack Obama," slamming "your tactics and your behavior in this campaign."

OBAMA: "At the beginning of the last decade, the wealthiest Americans received a huge tax cut in 2001 and another huge tax cut in 2003. We were promised that these tax cuts would lead to faster job growth. They did not. The wealthy got wealthier. We would expect that. The income of the top 1 percent has grown by more than 275 percent over the last few decades to an average of $1.3 million a year. But prosperity sure didn't trickle down."

THE FACTS: You wouldn't know from his statement that taxes in 2001 and 2003 were cut across the board, not just for the wealthy. President George W. Bush's package trimmed rates for all taxable income levels, doubled the child tax credit and substantially raised the amount of money people can put in individual retirement accounts. The political fight these days is over whether to keep extending the tax cuts for the wealthiest. Obama supports keeping the lower rates for the rest and has pushed similar tax cuts of his own ? excluding the wealthiest, however.

Mariusz Pudzianowski vs. Bob Sapp set for May in Poland

Anyone in the mood for a good freak show fight? Good news. Mariusz Pudzianowski has agreed to fight Bob Sapp for KSW on May 12. Their super-heavyweight bout will take place in Lodz, Poland.

Sapp, who has fought, starred in movies and played pro football, lost his last five fight. All five losses were in the first round. In fact, the last time he got to the second round was when he lost to Antonio Rodrigo Nogueira in the second round in 2002. Sapp's last fight ended after he sustained a leg injury less than two minutes in.

Pudzianowski, who won multiple World's Strongest Man competitions, is 3-2. His last fight ended as a no contest because of a judging error.

It was time to for us to replace the roof on our house due to the shingles starting to curl. We did not want to delay until we had real water damage from a downpour before we took action. One very important thing to us was making sure that we were getting a good roof warranty. Because my brother had his roof done by a company that was dishonest and seedy, he was never capable of getting them to perform repair work under the promises of the warranty they had provided. That business had just changed their name and went to another state. The warranty was useless.

From that time on, I promised I would never make that exact mistake. Having a new roof put on your house is a major expenditure and I wish to ensure that it is done correctly. I want to know the roofing business has reliability and will stand behind all the work they are doing.

Over the past few weeks, Americans are hearing from the parents of African-American children and even national figures about what special cautions go into raising their children.

My son was just seven when he climbed into the car one day after school, sat in silence for a minute, then said, ?Something really unfair happened at school today.? He was so calm that I expected to hear about something that happened to someone else.

He had left his lunch tray outside while he went into the bathroom. When he returned he found that someone had stepped on his tray. The orange juice had spilled and the hot dog had been ?smushed.? As he carried the remains to the garbage can, some juice dripped on the back of a classmate?s sweatshirt.

He apologized, but the girl?s little friend decided this was something worth telling the yard supervisor about. The yard supervisor, probably busy and distracted, sent him up to the principal.

What bothered my son the most was that the yard person didn?t listen to him. ?I kept telling her it was an accident and that I said ?sorry.?? No one was in the office, so he waited for a while, then went next door to his classroom, in a self-imposed time-out.

My son?s goal at that age was to grow up and be a comedian on TV, so he was no stranger to consequences. Spilling juice on someone, however, was not something he would consider amusing.

I did my best job as mother-detective and discerned that the situation had unfolded pretty much as he described it. I asked if he wanted me to do anything about it, and he thought for a minute. ?I guess not,? he decided.

?You don?t want me to call about the yard teacher??

?No,? he said. ?Her son is nice, but she?s strict as a whip.?

It was clear from the reaction that, for him, the incident was unfair, but it was over. He seemed to understand, at his young age, that there would be some random unfairness in life.

And I was deeply grateful for that mature realization. As an African-American male, if he feels he must go toe to toe over every such situation, he will not survive.

In the urban community where I work as a psychologist, I am concerned about many of the young men I?ve worked with. They seem so ready to jump into conflicts over the smallest things. Some of it seems related to a sense of self worth so fragile that the smallest insult or perceived insult seems worth risking everything.

Facebook For iPad Gets Retina-Ready

According to the release notes in iTunes, users with the new iPad will now see "a crisp, high resolution interface." Judge throws out rule shielding campaign donors

(AP) ? The Federal Election Commission overstepped its bounds in allowing groups that fund certain election ads to keep their financiers anonymous, a federal judge ruled Friday.

U.S. District Judge Amy Berman Jackson's ruling could pave the way to requiring groups that spend money on electioneering communications ? ads that don't expressly advocate for or against a candidate running for federal office ? to disclose their donors.

The FEC ruled in 2007 that corporations and nonprofits did not have to reveal the identities of those who financed such ads. That regulation came in response to a Supreme Court ruling that gave more latitude to nonprofit groups ? like the Karl Rove-backed Crossroads GPS and the President Barack Obama-leaning Priorities USA ? on pre-election ads.

Campaign-finance regulations have received new scrutiny this election cycle, following a handful of federal court rulings that stripped away long-established limits on how much individuals and organizations may contribute to groups favoring certain candidates.

One such high-profile case, known as Citizens United, gave a green light for corporations and labor unions to spend unlimited sums of their cash on campaign ads. That effectively led to the expansion of "super" political action committees, which have expended more than $50 million on the Republican primary elections and are largely funded by wealthy donors.

Democratic Rep. Chris Van Hollen of Maryland, who brought the suit against the FEC last year, has also proposed a bill that would require more detailed disclosure requirements for campaign finance, known as the Disclose Act. That bill has garnered support in light of nonprofits funneling anonymous money to their affiliated super PACs, effectively shielding the names of some donors.

In her 31-page ruling, Jackson said the FEC did not have legislative authority to substantially change McCain-Feingold, officially known as the Bipartisan Campaign Reform Act of 2002. She said it is up to Congress, not the FEC, to make such changes.

The FEC, created in the 1970s in the wake of the Watergate scandal, is empowered to set regulations on campaign-finance law and enforce subsequent violations. The commission has struggled in recent months to define new regulations, largely due to a bitterly divided makeup of three Republican and three Democratic commissioners.

Under McCain-Feingold, groups that spend more than $10,000 per year on such campaign ads must file reports with the FEC. Some groups later testified before the FEC that disclosing all donors ? not ones who specifically earmarked their money for ads ? would be an administrative burden.
